With the spread of smartphones, accidents caused by distracted walking have surged. Taking the situation seriously, the government enacted a law commonly known as the Distracted Walking Ordinance to regulate phone use while walking. Under this system, private citizens randomly selected by the government as instructors can warn violators on the spot, then decide and immediately carry out penalties at their own discretion. Ken, a shut-in NEET, suddenly receives an instructor certificate and heads outside, cracking down on violators one after another.

[Chapter 1] The person he collides with at a street corner is Aoi, the daughter of a company president who lives in a huge mansion nearby. She apparently attends a prestigious university and was studying on a smartphone app while walking. No matter the reason, a violation is a violation. When Ken warns her, Aoi snaps back, saying she is not as free as he is. As a malicious violator who refuses to follow instructions, she is punished.

[Chapter 2] Ken spots Sana, an office worker out on business while checking a map app. He immediately warns her as an instructor, but she clicks her tongue and brushes him off, saying she is in a hurry. However, when he shows her the instructor certificate, she falls silent, and Sana reluctantly accepts the punishment.

[Chapter 3] Mina, who walks past Ken while using her phone and gives him a contemptuous look, is stopped and instructed. But Mina does not even understand that the Distracted Walking Ordinance exists. Thorough guidance and punishment are then given to her, just before a date with her boyfriend.
